Professor Butkin joined the University of Tulsa College of Law faculty in 2005, and served as its Dean from 2005-2007. He teaches in the areas of contracts, corporate law, state and federal administrative law, selling and leasing of goods, oil and gas law, and secured transactions. Professor Butkin serves as faculty advisor to the Energy Law Journal.
Professor Butkin was one of three recipients of the University of Tulsa Outstanding Teaching Award in Academic Year 2012-2013. In addition, he won the College of Law Outstanding Professor Award (First Year Courses) in Academic Year 2008-2009, and the College of Law Outstanding Professor Award (Upper Level Courses) in Academic Year 2014-2015.
Butkin served as an Assistant Attorney General of the State of Oklahoma from 1987 to 1993. In that capacity, he handled a number of important utility and workers compensation rate cases before state administrative agencies and courts.
Professor Butkin also represented Oklahoma in Arkansas v. Oklahoma, a landmark Clean Water Act case, which he argued before the United States Supreme Court in 1991.
In 1994 Professor Butkin was elected State Treasurer of Oklahoma. He was re-elected without opposition in 1998 and 2002. Professor Butkin’s principle accomplishments as State Treasurer were the enactment of legislation creating Oklahoma’s 529 College Savings Plan, and co-chairing the successful effort to pass a constitutional amendment creating the Oklahoma Tobacco Endowment Trust Fund.
In 2009, Governor Brad Henry appointed Professor Butkin to serve as one of Oklahoma’s Commissioners to the National Conference of Commissioners on Uniform State Laws.
